A multi-council plan to require new buildings to be "zero carbon" is a step closer after Yarra City councillors endorsed a set of recommendations to advance the proposal.

Yarra is leading an initiative, supported by 30 other Victorian councils, to introduce provisions, including the zero carbon requirement, for new developments in the state's planning scheme.

Council officers cited five examples of recent zero carbon developments in Yarra - including two in Cremorne - with more in the pipeline.

The council will now seek government permission to put a draft planning scheme amendment on exhibition.
